This is not a written rule, but I think it best if we only include C2's that have at least ten fan fics for the more overtly popular characters because otherwise we would have an unecessarily long list as well as repetition of stories. Furthermore, if it is a character pairing C2, it should include a variety of shipping's involving that character, not just focus on one (something like that would work better on its respective shipping page).
